Then the straight through car stops, allowing the right turning and left turning cars to go on their merry way, actually allowing ALL of the traffic to flow! Funny, wonder how that could work? Well if you follow the rules good and proper it does!!!
Sensible give-way rules... you will be sorely missed.
(BTW if you think the current rules are confusing, you probably shouldn't be on the road. They should include IQ tests in driver licensing.)
But often the right turning car can see that there's a car going straight ahead so they give way and it ends up that nobody is going anywhere. OK, maybe there's only confusion for a few seconds but if it happens for every third or fourth car, traffic flow is awful.
Currently, if I'm turning right and there's a car turning left who looks like they're going to give way to me but I can see a car coming behind them that is going straight, I'll point at the car behind them. Almost every single time, it's only then that they look in their mirror, have a look of surprise on their face, and actually make the turn.

No, The rule is simple. Give way to traffic on your right. Give way when turning right.
The ONLY time you would give way to traffic on your left is if you are turning right and the other traffic is going straight through.
In the diagram both vehicles are turning right, so both give way. (this makes it a matter of courtesy). Note that the blue car also has a vehicle on its right, so it now has two reasons to give way. The bus only has one reason, so the blue car should allow the bus to go.

What do you mean? Are you saying that the blue car is unable to see a giveway or stop sign on the side road, and can't see the white line painted halfway across the road if it was a controlled intersection?
Are New Zealand drivers blind? Oh, wait.... yes, most of them are.

I think you answered that your self. I have lost count at the amount of times i have had to stop due the others not giving way.
All I have heard is the left turning rule change as discussed above.
Edit I have just found the rule change and yes it is to change my bad carry on.

Depends on how "successful" the advertising campaign is. If TPTB design the campaign to ensure maximum uncertainty and confusion about the rule change (and this thread seems to suggest they're off and running pretty well) then it should result in more care being taken and few accidents...
My tip: buy some 3M shares, they'll do well on masking tape and wet & dry paper to panel beaters.
