The price of a P.P. has nothing to do with the cost of manufacture (other than needing to be more than the cost, obviously).
They know plates are a personal choice thing, so quite deliberately the cost is set high and the money used for, well, making profit. A big chunk goes to Government mandated things; like the ACC - and has done since plates were first available (and cheaper than now). It was part of the "deal" for making them purchasable.
What I don't get is why this surprises people.
You think plates should be an "at cost" thing made simply as a favour to citizens?
Measure once, cut twice. Practice makes perfect.
