I have hairy ass legs so mine get super hot and uncomfortable even with the lining out. However they fit fine

oh the joys of modern manufacturing, if you aint standard? tough titties. I am wondering if the boots are semi moto X style? Although bloody substantial they are very difficult to find pants to fit over. You may be better off with Rhino jeans, or leather jeans and tuck them inside.
