Arresting process?

With this latest haul of meth/cash and fire-arms near Taupo it got me to thinking that maybe the Police are being more proactive in their arresting process.
I wonder how much Contact NT they let through customs and allow it to continue on through the mail route to its original destination?
The Police keep a trace on it, and ultimately, end up with much more substantial arrest like the one in Taupo.
Thus taking a lot of the criminal element/drug manufacture/s out of the equation rather than just the drug itself.

My guess would be that it depends on how confident they are at not losing track of it. But nice result and it will certainly help Red Mermaid's respect stats.
