(1) Every person commits an offence who, in using a telephone device,
uses profane, indecent, or obscene language, or makes a suggestion of a

device for the purpose of disturbing, annoying, or irritating any person,

Although I wonder why the original posters wife did not just hang up. However ... the reported content of the call ... by the caller ... is covered in the above quoted portion of law.
Any cop refusing to act in this case ... would be due more to lazyness, more than constraints of law. Regardless of what they may tell you.

Yes, The call had been recorded. Police knew who to call in the phone Co. Within the appropiate time before calls were deleted.
Result. Court action by police and as I stated by the phone Co.
Other (unrelated) charges were also laid against this person. He was "A person of interest to police" ...

our experience is wife receiving call at 2:00am on her cell phone (can be picked up on landline voicemail) from a telecom landline (when redialed would blow anyway), went to local cop shop, he checked out the number and knew, said it wasn't a malicious call enough as he was concerned,or a wrong number even though they knew all thenames, fuck off you you stupid complaining lady and have a coffee with the rest of them,ive got retirement to consider, she goes to telecom, who is this number and how many times has it called while we were away, oh no, we can only release those details to the police or your lawyer on request, privacy you know and all.........long story I am not telling but we have a huge letter from the corporation involved.
Busted but NO helps from NZPOLICE or TELECOM. The proof come about by the corporation checking off their phone bill.
edit, the call was not of a sexual nature, and was 3 months ago.
I asked NO questions ... (That is as you found, "invasion of privacy") A written complaint was made to Police and phone Co. With dates and numbers involved. Copies kept and the copies were signed by both, to confirm a complaint was recieved.
THEY both had to act then. Police Complaints is the next step if they DON'T take action.
As for the phone Co. ... The question to ask is (if they hesitate) "Who is YOUR supervisor ???"
That usually gets their attention.

My wife could not get the cop to act, community constable, so spade work was done ourselves with the number received. To my knowledge our village is home to some of the fastest toys on two wheels and four, so I know when not to push my luck, but what upsets women is totally different. Better result received than a prosecution but don't expect telecom or police to act because a contract says so.
Some slimebags work on a different level, and when they know how far to go within the the law, what upsets 'normal people' (whatever that is) is tough luck.
So after much deliberation, I have a good friend staying at the house to keep the missis from going stir crazy and as usual the police don't give a shit, Telecom has blocked the weirdo's number (thanks) and I have a locksmith coming to the house to beef up the door locks and windows.
To some this may be a small incident that doesn't warrant any action, but to me this is an attack on my family and I'll do anything I can to make them feel safe while I'm away.
As I've been robbed four times at a different house and home invasions are becoming more and more common these days, there is little people can do to defend themselves from this sort of thing except turn your house into a fortress.
I have an air pressure sensor alarm that goes off instantly when a window or door is opened anywhere in the house, my computer is a security camera that takes pictures when motion is detected and sends them straight to my email automatically, I have two good guard dogs and an array of weapons throughout the house, and the new deadbolts on windows and doors will make the missis feel a bit more secure as she doesn't think the other technology is good enough.
Now I just have to hope i never loose my house keys.
