I have a pair of TCX 5 type boots that certainly do the job for me - can be found at good prices at the moment too.

Daytona, Gore-Tex boots. Hand made in Germany and fantastic reputation, truly waterproof.

I second Daytona boots. So comfy, top quality boot. 40000km's , loads of river crossing. Never had wet feet. Best Quality Yes, expensive, yes. Not so expensive if you buy direct from germany with the exchange rate at the mo. Websites like biker-land.de for example are the go.
If you are to tight to get daytona boots. Make sure you get gore tex of some sort.

I've ridden with a pair of these through a bit of wet (read Tasmania - a lot like NZ down south in the wet!) and stayed nice and dry. I find them really comfy as well - have owned them for about 4 years. They aren't the cheapest around though...
