The crash gets dealt with by the Popo who attended, the victim gets the same rights as everyone else, the offender gets treated the same as anyone else. chch was a shit of a place to ride in pre sept 10. I avoided it as much as I could... now its just a cunt of a place and I wont ride in it and avoid driving there.

The British Police distinguish between "didn't look" and "looked but didn't see". Both of which rate higher than speed as a cause of accidents.
Not sure if that distinction applies in this country.
Then again I regularly see "Looked but don't care" on my commute.
Variation on a theme; yesterday 1.30PM ish I followed a red Mazda 3, EWA488? through Fitzroy, the driver (male) was reading what looked to be a magazine or travel brochure in his lap. When we got to the Waiwhakaiho bridge he relaxed even more and picked up his cellphone and started texting or dialling while on the move in traffic. I was pleased I was behind him on the bike and not in front of him.

Christchurch is a very frustrating place to ride/drive at present. The amount of roadworks and poor diversion planning mean the traffic density is well above what poor ChCh drivers are used to.

I'm sure it does. Thing is both are perfectly normal human behaviours, so while it's usual to villify drivers causing incidents which result in injuries they're no different to any one of us. We all have such lapses, our brains take shortcuts which allow us to handle the huge amount of data we process.

I've rarely seen it. The only one I can recall was a Van loaded with guys on a PD detail, on the Hutt motorway. I was passing on the right lane, in reasonably heavy traffic when he pulled out with me exactly beside him, obviously hadn't seen me. I throttled up right onto the bumper of the car in front and eyeballed him through the drivers door window. He did a double-take, registered I was there, sort of shrugged his shoulders and kept comming. I couldn't go past, there wasn't room, so I hit the picks, hard. My left handgrip touched the back of the van a split second before my right thigh flicked a WRB post and the whole back of the bike drifted left a bit. I distinctly recall being puzzled by that last bit, was only when the back wheel landed again did I realise it'd been inches off the ground.
There's no doubt in my mind that if I'd been on the dirt bike rather than the Buell I'd be dead. To this day I can't understand how he thought what he did was anything short of premeditated murder.
