Water based is not much good unless you can heat it....like washing dishes in cold water. I have a submersible heater I used in my workshop partswasher - I use it these days as a dip tank. I did use water based in my small home parts washer, mainly because solvent evaporates so fast in summer. Now I've given up and use contaminated fuel from work (diesel/petrol)...a bit smelly but works well, and it's free. Not using solvent is a cover your arse policy - most partswash solvents are low flash point.
