Get yourself a decent modem to start. Even if it doesn't help things initially you will benefit down the line.

That's part of the plan, I have got a back up plan, my favourite hammer, The Persuader.
I'd start by looking at what you have connected to the phone line at your own house.
Try unplugging all telephony devices (including ADSL splitters), restart the modem, and see if it alters the connection rate a lot. If it does, plug the devices in one at a time until you find the problem device.
It sounds to me like a problematic line or device plugged into the line.
Vat are you be having the problem with. Probably possibly maybe one of your computers seems to be having a problem... I have no idea which one because I'm really just wanting to scam you out of a few hundred $$$.

Just curious, what's the average dl/ul speed? I'm getting below:
DownStream Connection Speed: 2190 kbps
UpStream Connection Speed: 65 kbps
I could flick something to make upstream faster by sacrificing some download speed, but that's all the speed I get. I used to get over 3000kbps but don't know where that's gone.

Follow what p.dath said. Ignore the comments about computers. If your modem cannot sync at anything better, no computer is going to make a difference.
Do equipment swaps along with p.dath's stuff, sometimes it's a tired modem, other times it can be an unfiltered device or even the filters are crap. New filters, no problem, seen a lot of random things before.

What brand of ADSL modem? One of our customers has switched from D-Links as they don't seem to play nicely with ADSL2. They were fine prior to the netork upgrades.
