Yeah ok. Not all smokers flick their butts around just like not all dog owners pick up their dog shit. That's the point.

In Auckland and possibly some other places dogs are not owned exclusively by good and caring owners. They run in packs, uncontrolled to the extent that mail delivery , couriers , meter readers etc refuse to enter some streets where the problem is out of control.

Agreed given the state gets use of funds for many years in most cases before medical care is generally required. Let's face it we all die, some quicker than others and many requiring long term care anyway, smoker or not. Still, poor choice of image irrespective of context.
