Sounds feasible. Put an extra set of reeds on top to negate them being too soft, then you are down to ignition or carburetion

So you're talking about throttle position. Get the pilot right first then the needle. I'd be surprised if the or one was unsuitable but it can happen. Check float not maladjusted and flooding, breathers clear. Heck take the pilot and emulsion tube right out and check not blocked up little holes, blow through front bell mouth orifices and check choke not leaking.

We used to have low rpm fueling problems with our GP125's that no amount of jet fiddling could cure. It turned out that the float needle jet pushed into the carb body and was sealed by a small "O" ring, these "O" rings had gone hard and were not sealing properly and allowing the carb fuel level in the bowl to go high at low rpm. No problem when you were running hard out.
Good call Rob, I bought a few of these and would replace them periodically.
