First step, you need to document everything said and done. If this work-mate is causing you constant grief, it won't take long to build a case against him. Use a little pocket notebook or diary, and write down everything, actions, dates, times, witness etc.
Be objective, and keep your emotions out of the picture.
Also, keep your own responses squeaky-clean through-out, to avoid the old "he said / she said" battle later on.
Later, when you have the proper evidence, you can lodge a personal greivance claim. Your employer would be forced to address the issue at this stage.

I assume this is the tip of the iceberg with this fellow. Is there anyone friendly towards you in an HR capacity who could advise you? If not confidentially check with some employment relations companies as to where you should/could go with this.
This is the more serious end of the stick and should be pursued if a sit down meeting with you the bloke and a neutral third party can't resolve the problem.
My 2 cents...hope you can sort it.

This is hard advice to take and may sound strange, what you need to do is be confident. There is some good info on the grievance process on one of the govt. websites. Also do some googling on workplace bullying. The latter is endemic in NZ and there is a process for dealing with it (you need to make a written note of everything and all that).
