I always park in car parks as a last resort, especially in Christchurch where the driving standard is absolutely appalling. I'm always nervous that a car will rush into a park thinking it is empty and knock it over.

You need to be approaching the Police on this, damaging someones property as such is criminal. Well done on keeping your cool. I always leave my bike in gear and most usually in sight. To touch it without my permission.....
In Hamilton at the Westfield mall they have bike parks, I emerged one day to see a people mover parked in the bike park, nearly blocking my bike from getting out. I say nearly as I managed to get the bike past with only a bit of scratching up the van, wankers.
Undercover carpark outside pak'n'sav near the cycle racks, there is no way a car could get in there without going over some bumps!

Definitely check for CCTV footage; while it would be the easiest option to assume that the vehicle parked in the space your bike was belongs to the pricks who moved it that may, in fact, not be the case.

I'd be pretty upset if I found my car damaged by someone who falsely accused me of shifting their bike out of the space if I wasn't guilty. How long were you away from the park? Might it be possible that whoever did the shifting of your bike had already left and another motorist took the vacated spot unaware of the history of the parking space? Slim, I know, but nevertheless "possible"?
