The payment might be novelty but running a red light in my opinion warrants the fine, now speeding on the open road is another matter.......

It's worth bearing in mind that in the US, there have been many cases where the city councils operating the red light cameras have been caught lowering the yellow-light period to maximise profits, so while this guy may have run a red light, it's entirely possible that his actions would have been completely legal if the yellow phase length actually obeyed their national standard.
