It's worth bearing in mind that in the US, there have been many cases where the city councils operating the red light cameras have been caught lowering the yellow-light period to maximise profits, so while this guy may have run a red light, it's entirely possible that his actions would have been completely legal if the yellow phase length actually obeyed their national standard.

Not double standards, running a red light is inherently much more dangerious than collecting a tax for exceeding the speed limit in favourable conditions, ie open road, good conditions, light/no traffic, passing etc....
