Blame Jenny Shipley; if her and her cronies had not shut up all the centres back in the 90's; then people like this would actually get some bloody help.
Now its just going to turn into a waste of our tax payers money with no real benefit to the community.. anyway...

A small place; hopefully they can find the little shits and make them fix up the mess (maybe they need to carry in the replacements tires from the middle of town)...
