We also had wheelstands, sustained loss of traction, bald tyres, no rego or wof, excessive noise, racing.
There were crashes & the police didn't investigate, but the several times I have witnessed fatal accidents at closed circuits the police investigated, so I don't think there's any difference there.
It's referred to as a 1S or sudden death, & when there is a 1S, wether it's in your kitchen, or at Manfield, the police must attend.
Should have been covered at riders briefing - "normal" practise to my knowledge is that passing is permitted if done carefully. Warm up lap is actually supposed to be to look at the circuit for any changes/hazards. Drag your brakes if you want to warm things up.
First lap of any practise session is supposed to be under yellow - and NO passing. After 1st lap it's supposed to have the yellow pulled in. Never heard of a session where it was under yellow right through. Again, supposed to be covered in riders briefing.
