A jury is specifically told that they are not to go hunting for "others" or treat it as a game of Whodunnit. Their job is to examine the facts placed before them in the courtroom.
The prosecution has to prove that the accused was guilty of a crime and is innocent until that is proven (hence the entitlement to silence).

Because in the court case there was too much reasonable doubt. Too many people had stayed silent and lied. Pity they couldn't all have been tried as accessories to the murders without having to find the actual murder.
