    Answer is actually 0%. Cos everyone will pick A or D hoping they will have more chance of getting it right, when in fact it is B.

    You're over thinking it. The question, and the answers on the board are completely unrelated. The question asks if you choose an answer at random,so any thought given to the numbers on the board is redundant.

    There is no right answer.

    Both A and D cannot be right, because there is a 50% chance of selecting either A or D, (and 0% chance of selcting both of them). The only choice with an answer of 50% is B, but there is only a 25% chnace of selecting B, so that can't be the correct answer either.
