Pump fuel, limited to 25 ltrs per race.
Minimum weight of bike + rider.
No electronic aids such as TC or ABS.
Perhaps a budget limit per bike/rider per year?

Max capacity limit of something, no other rules.
It is supposed to be a prototype class after all with purpose built exotica. Trying to keep the costs down is never going to work. If the whole thing starts to collapse then smaller manufacturers with smaller budgets would stand a chance if they step up.

Maybe meeting some sort of em mission standard should be in there to make things useful off the race track.
