Are both devices (PC and phone) connected to the same network? I would guess not. 0.5-1 upload is likely to be DSL, the other is mobile network, and yes, getting better.
I think the phone (I've got an S3) tops out around 12-13Mbps up and down... don't have the screenshot from testing on a fast network any more...

Isn't that part of how they squeeze more bandwidth out of the copper wires? They assume more of everyones' data will be downloaded than uploaded (more people viewing pron than making it), so the physical layer and interfaces are optomised for that.
The mobile phone network, being a different medium and all that, doesn't have/need the same scheme.
This result doesn't surprise me at all.

ADSL = Asynchronous DSL.
It is designed / configurred to have a higher down compared to up.

ADSL is (or at least it is for v1) 8mbs (max) download and 640k up. ADSL2 is 1MB up and 24 down (max) - the further from the exchange you are the slower it is.. thus the new ADSL cabinets to move the equipment closer to the premises.
