What kind of system would prevent this from happening? The only system I can think of is one that does not allow morons to breed and produce more of them. If it was money they cared about they would rob a bank or perhaps they are too stupid to realize that.

I bet their free court appointed lawyer will say "my client had an alcoholic mother, and the father a gang member who was in and out of jail while poor little Tahu was growing up.
