A little off track, but is it possible for a cop to get a reading on someone speeding, and leave it up on his radar to show the next person he suspects of speeding? Does a radar reading have a time stamp on it or on the machine somewhere?

Possible? Yes.
Does it ever happen? I can name at least one cop who does just that.
But most, and I do mean most, cops are honest and when they claim they have you at a certain speed, then that is what you are doing. My most recent ticket, in a car and not on the bike, I told the wife that we are about to get a ticket, even before the red and blues came on, and the speed quoted was exactly what I told my wife we were doing.
Time to ride
Just wondering as I did get a ticket about a year ago - my speedo indicated 70mph on a straight as a cop came towards me (I thought I was fine as i had checked with my GPS that an indicated speed of 66mph was equal to 100km/h, and later had the cop check and confirm this as well), and was ticketed for 128km/h. He offered to let me read the display or whatever, at the time I figured if he was going to offer that then he must have it up there, but maybe that explains how it got there!
