    Perhaps one of you cat lovers could explain why dog owners are highly regulated whereas cats are not?
    Why is anyone in my neighborhood allowed to own as many cats as they want, and why are these cats allowed to wander hither and yon, crapping, procreating and killing birds as they like?

    I'm not a cat lover specifically but like all animals. However, cats are allowed to trespass by law, they are not deemed to foul significantly (they bury their crap etc) enough to warrent undue attention. While they do kill some birds, they also kill rodents etc.

    Dogs are a bit different.
