just a thought re 'testing' I work in a heavy industry which is Safety Critical (level1)... we have just introduced random drug/alcohol testing, however there was an existing policy of testing for ANY incident of the staff involved in an incident... an outside contractor performs this, and it is perfectly acceptable, even in the event of a Serious accident, or death involved in an incident. I dont see how if the testing is performed by a recognised contractor it would not be accepted at an inquest.
Random testing has a powerful effect in many ways.

We just need to add a statment to the duty of care, saying that if any competitor or team member believes that they are currently temporaraly physically or mentally impaired, in any way that may affect their judgment, that they should not take part in the meeting.
This also covers things like the flu, and depression etc, for riders & supporters.
I thought Jelly already was the independant contractor for all testing, and he does it for nothing. I doubt you would find anyone more dedicated.
