Every! other vehicle on the road MUST, by law, have
Lights!, indicators!, and mirrors!....hmmm...why is that?
I dont think cyclists should have to pay rego/wof fees etc (As they are reducing traffic congestion, fuel consumption and pollution etc etc)
...but some form of number plate should be mandatory!, if you are going to use the road, you should adhere to the rules and standards that apply to all other road user's, having a plate will ensure personal acountability for the actions of the rider (Run a red light etc, cameras and cops can run said plate and issue a ticket...thats fair init?)
With Mirrors, lights, and indicators, other road users will see cyclists better, understand where they are going and the cyclist can actually SEE whats coming up behind them and act if required (As we all do occasionaly...getting rammed is NOT fun!)
You can allready buy cheap all in one mirrors with indicators attached (easy to fit etc)
I truly think that if all cyclists where forced to use the above, AND get a small number plate to ensure they are actually held accountable for there actions on the road, riders would be safer, police could enforce road safety for cyclists (instead of ignoring them "cos its to hard to prove it was them"...blah blah)
And MOST of all, it would prepare kids for progressing on to cars and motorcycles, As they would have to understand the "basic" road rules etc before riding a bike on the road with todays busy and crazy traffic volumes.
Once again I will say it...I DO NOT THINK CYCLISTS SHOULD PAY REGO ETC!...they save us money and time on NZ roads (usually), but they need to step up and take some personal accountability for the HUGE amount of accidents they are a part of....and for the times that they ride like morons and put themselves and other road users at risk.

Interesting point, well I found it amusing, is that until a law change within the last 12 months, if it did change as I saw the proposal to change it, bicycles where not allowed to have indicators. I understand why a cyclist would be nervous about taking a hand off the bars and therefore away from their brakes and gears when approaching a direction change.

Only problem there. Requiring helmets to be worn while cycling has already been credited with more deaths per year, than the wearing of helmets actually saves, just purely by discouraging people from cycling and therefore being fit(ter) and healthy(er). Somehow I think making all the roadies chuck geeky mirrors and indicators on will just make that much worse.
Oh, and personally I wouldnt ride without a helmet anyway... I'm not that brave. And it's not exactly hard to lift one hand for a few moments to indicate intentions, I've never had issues with that. As for mirrors, all a cyclist has to do is take the stupid earphones out, listen more, and make regular headchecks to both sides and to the rear. Which also is not difficult!
Bikers complain about more legislation restricting their freedom to ride. So have some sympathy with cyclists, and perhaps if they got a little respect, then they might give a little. I know I try my best to.
