Hard to give advice with that description.
What exactly is it doing or not doing?

I'm assuming here that you've already tried a new sparkplug so the best place to start looking I guess is as the choke plungers as they can get sticky. So it's tank off and airbox removed to get at the carburettors.
What you want to do is locate the choke plunger, (black plastic nut screwed into left hand side of carburettor)unscrew it and see if you can remove it fully...if it comes out then it's not stuck haha.
If it is stuck then thats the easy part over.A bit of gentle force may free it (prob not tho)so liberally apply crc/wd40/carb cleaner and let it soak for awhile and try again.
I've had a stuck plunger on my RGV and ended up soaking it overnight before it would free up.Let us know how you get on.

Asher...there is a good carb tuning/setup article by Stan Stephens in the January issue of Classic Motorcycle Mechanics.

    i do have some advice, it regards commas ( , ) and apostrophes ( ' ) :
    grammatically, they're not interchangeable.

i had a fowling dog once.. nice chocolate lab. delicious, she was.

anyway, what is actually fouling?? the plug?
would indicate your carbs are out of sync and/or an oil pump is shat/line is blocked.

    good luck with that.
