Or it could be that voltage is there at all times but only when your gloves are wet (and more conductive) that noticeable current flows.
Take it back, if they won't fix their mistake for free find a new mechanic.

use common sense and logic to trace the fault.
test DC voltage (select the '20' at 10 o'clock on the dial) between earth (unpainted frame bolt) and the lever, check various other places to see where else the voltage is/isn't.
have the bike on, off, running, pull fuses one at a time, turn lights on/off ect ect and see if the voltage remains.
be systematic and you can find the fault before picking up a spanner.
