OK .. the Otis Intellegence test was set up so that on a Bell Curve a score of 100 was exactly on the median mark - and in a population of several million the average and the median are the same thing - it gives a near perfect Bell Curve with the peak at 100. That's the way it was built. In smaller groups the Bell curve might show differences, but in a large country-sized population it will not.
Ergo - 50% of the population are on the left side of the Bell curve and 50% of the population are on the right side of the Bell Curve
Ergo - 50% of the population is below average intellegence ...
But you are taking this way to seriously - it was intended as an amusing remark .. yes, It's arguable - as above ... the Otis test is also very flawed - so flawed it does not tell us anything real ... remember - I intended it as a funny remark - not necessarily a serious one ...
