Personally ... I would prefer to see an ACC levy attached to the purchase price .... along with GST. It would matter little who paid the fee (or who later owns it) .... As long as the fee was paid per item ....
Other high injury risk items (like off road motorcycles/sporting equipment) could be charged in a similar manner. The returns to the Government then would be huge ... with little initial outlay (in comparison to rego just bicycles) in set up costs.

That would work, a pushbike (in whatever form) should be registered to be on the road, every other mode of transport has to. Most cyclists using the road seem a tad arrogant when it comes to road etiquette.
As soon as the Government wake up and realise the nice little earner they are missing out on, the better.
It doesn't matter how long you keep the bike for .... an set ACC levy paid on purchase from a dealer (new or second hand) is just money the Government never had.
It is not a Rego scheme (and don't compare the two)... it is an ACC "fund raiser" ... nothing more. It would apply to all vehicles not requiring Reg and WoF at the moment (where no ACC levy is currently being paid).

What about hike up the car registration/acc/fuel tax to offset a reduction in bicycle prices.
Thereby getting inactive people out of cars and on to bikes, much better for them and for road congestion.

I think they should remove right of way from applying to bicycles, make it so they must give way to all other traffic, adults seem to get killed on push bikes more than kids, and it seems to me it's because kids don't know the rules so they just get our of the way of traffic where adults use their bikes like other vehicles and when they aren't seen they get hit also ban them from twisty roads they just seem like rolling hazards in places like Summit Rd, Dyres Pass, etc.

Yeah, I like it when a cyclist starts going on about 'taking the lane'. Its a clause in the road code stating that a cyclist may 'take the lane' if it is deemed that there is no room for a following vehicle to overtake, eg: opposite double yellow lines, through traffic circles, narrow bridges. It's their right to do so because it says so in the fantastical book of road knowledge.

So on the twisty as all hell roads that we ride, usually double yellows the whole way. Coming round a blind bend there is a righteous cyclist in the centre of the lane doing 20KPh because he's decided that 'taking the lane' is his right. Oh look, you're now nipples to sphincter up a lycra clad arse because some chucklefuck on a 21speed clothes horse was excercising his road code given rights.
Clever, very clever.
You (and they) forget what is written in other parts of that "Fasntastical Book Of Knowledge" ... the bit about not impeding the flow of traffic comes to mind.
But having said that ... quite a few motorcyclists pick and choose which rules they want obeyed. (if it suits them at the time)
And ... which rules to obey themselves ... if it suits.
