I know, at speedway, in usa, they don't let marshals check stuff like helmet straps. Things that effect safety are each individuals responsibility. If marshals checked helmet straps, then one day missed one, and that one person crashed, that person could successfully sue the club/marshal for failing to ensure their safety and as a result, through negligence, caused their injury. If they never check, they never have a duty to ensure their safety.
