Actually on reflection it is a little different. It's like allowing a whole heap of those guys to make thousands of copies in your garage and then taking 5% of the proceeds. I do wonder if TPTB see the cash as theirs, well the countrys'. So if I had a rental property and some folks used it to pirate dvds I should be done for it? Or say they were growing pot, or cooking P even?

It's not the landlords job to watch their tenants business like a hawk to prevent crimes occurring. And surely keeping an eye on a huge file-sharing network would be pretty damn hard even if he did try?
