Well now that depends what they have been used for. I do have issues with some gay men, thanks to some unsavory experiences in my youth(but thats another thread too) So they would have to be exceptionally clean, and I wouldn't want any details.

What would I do? Either report it to Council or ignore it like a pussy.

The vigilante thing appeals, but as soon as you mess with it, you are yourself committing an offence (technically)...

If you report it to Council and it's still there half a week later, call again and asked what happened to your original request.

Another half week, ask to speak to the waste manager.

Another half week, his manager. etc etc...

If they're not there, leave a message (and note the time/date of call).

Stay polite and chirpy every time you call.

Y'never know - could be the contractors being slack, and Council needs to know about that.

Yep, have been down that road, which just leaves me frustrated. Maybe the council where you are is completely different, I cannot comment on that. The council down here use their own staff for this kind of job, not contractors.
The only time they seem willing to act appropriately is when the Gold Guitars or similar events are on.
Thank you for your input though.

I don't understand why are people dumping their rubbish? Why don't they just put it out in the rubbish collection?

We only get one wheelie bin pick up every 2 weeks. Well, thats not quite right.....We have rubbish pick up one week and recycling the next week and then rubbish the following week ect ect. The local dump charges are a little steep for some $12 a boot load. That $12 can get extra chippys and noodles and DIET COKE.
Some are just lazy arsholes who dont care about anything but buying tinnys and playing x-box.

Tiny rubbish bins that are only collected fortnightly are useless, at my house we fill the bin within about 2 days so our only option is to stock pile rubbish and get a trailer once a month to dump what doesn't fit in the bins. I'm amazed people aren't dumping rubbish in parks more often.

We have to pay for our rubbish bags here. We get weekly collections but only put out one 60L bag a fortnight although sometimes we can stretch it to 3 weeks. Of course we have recycling bins too.

I've always been tempted to do something similar when weve had rubbish dumped outside our work bins (we keep them locked overnight). But the past couple times it's happened there was nothing with Addresses or names.

Don't you have a recycling bin? Or can't you recycle cardboard etc where you are? Surely there is a way you might not have thought of that you can do to Reduce the rubbish you produce? Kids in nappies would be an exception I think though. We cook A lot here and rarely eat takeout but when we do We always comment at how much rubbish that takeout I.e. Maccas Etc. Has generated.

Here the sheltered workshop used to collect the recycling once a fortnight. We separated the recycles and put it into bags and boxes and stacked it up. They would take as much as you put out. Last year the council let the contract to a commercial operation. We have two small bins with each only allowing a certain type of recycle. They still come once a fortnight and will only take what fits in the small bins. Of course you can buy more small bins. I also pay to have a 200L wheely bin collection once a week. Once my small recycle bins are full, the rest of the fortnight's recycling goes into the wheelie bin for landfill. Good work council.

Did I mention the recycle bins are small?

Yes we have a recycle bin and that fills up just as fast as the rubbish, at my house we have a kid in nappies and 3 others each producing quite a bit of rubbish and I'm lazy so eat a lot of take away plus there is the rubbish produced by pet food and we all drink way to much soft drink, it all adds up pretty fast.

I'm not sure if you're joking or not...
