Unwarranted accusations are clear cut grounds for a Personal Grievance - lodged through your HR. He has no right to make such accusations, especially not when attempting to shift the blame from the solvents he expected you to use. Likewise, his "punishment" routine and the way he keeps bringing it up are grounds for further PGs.
If I were in that situation, I would not hesitate to go to HR and initiate a Personal Grievance - seeing as how you have already tried talking to him about it and gotten nowhere (except accusations against you), you have already done all you can to remedy the situation.
PG would lead to mediation (independant mediator, not employed by the company, both parties may bring a support person) and a written code of conduct to which both parties must adhere.
