depends. Not usually. But it will depend on a number of things like structures, who signed up for what etc. I wondered whether this was something that was an insured thing. I doubt it somehow.
I have been following the proceedings and filling in a few blanks from my own experience. I doubt that a three line harold article will give the true flava.

not really. Fraud is a criminal offence. Criminal offences have a higher burden of proof (Beyond reasonable doubt) vs a civil claim (balance of probabilities).
Unfortunately for his victims (who, if you read that Law Talk article are now penniless and living in a council flat or whatever) the lawyers disciplinary process is the only justice they are going to get: They can't probably afford to sue him, and even if they did they wouldnt collect because, you know, he has no money.
the thing with these things is that he has to have seen it coming since probably 2009. so "putting his affairs in order" happened back then. Speculating, but she probably had to buy his half share of the properties and assets at valuation and with a PRA agreement (think about the market back then, allow a discount for a friendly valuer and a related party transaction and no commission...). that would have left her with debt but maybe covered by the rentals from the rental properties. The uplift in the market has benefitted her. His money likely went on (you guessed it) lawyers and maybe there is a fund there for reparations or something.
He probably hasn't committed any criminal offence.
