That's because Americans are, erm odd. Many use the term "sexual relations" to define the act of intercourse, with oral being somehow forgiveable as some sort of misplaced and lingering kiss...

On that basis, it could be argued that Clinton applied an excessively narrow interpretation of the term "sexual relations". Whatever he said, it is clear that he intended to deceive.
