    Having collected and dropped off many international freight consignments I can assure you the paper trail is huge and nothing gets on without being manifested or documented.
    Especially a couple of tonnes of extra freight as weight is where they make their money. Anything not manifested means the airline/freight forwarders wouldn't get paid.
    Hazardous goods like batteries would be a separate consignment, not packed in with a heap of other freight making emergency /inspection access difficult.
