If you commute and only have the option of one bike, go for a modern single banger 250.
If not, get a pre 93 250. They go much faster, but will require more spanner twisting in the long run than a newer bike (as a rule), which can be a good thing if you're keen to learn some new tricks (or already know some?).
As a n00b who started not long before you that is my 2c (that you didn't even have to ask for) on stepping up. You can go up to 650's now but for the performance vs cost (especially over 600cc) I don't know why you'd bother (unless you're in the late model bracket) as all the fun ones are not LAMS approved
If you have money to burn you should just start buying as many bikes as you can. It's good for the soul

and you'll have a lot of fun/learn a lot/feed the addiction along the way.
