Do you know anyone who knows anything about engines?
Maybe take it to a bike shop....

found some reviews on the net for you:

We are a dealer, and we ordered a shipment of scooters (75) from huawin. Now, I have to admit that they did send the "product" unlike many chinese "businessmen" woud have but dear God what a royal crap it is! Not a single unit was free from a list of major defects - leaking brakes, screwed up wiring, etc. We spend thousands to make them safe to sell and ride.
The morons do not honor their warranty obligations - they simply do not respond to our emails.
To make it short: STAY AWAY FROM HUAWIN, AND PROBABLY CHINESE INTELLECTUALS ALL TOGETHER! In any case, do not pay them a penny unless you received the product - once they get the money you are out of luck because neither alibaba.com (site we found huawin on) nor chinese government give a flying f^ck about you, your money, or their reputation. China is anything BUT a civilized country.
alibabba.com? Really you should just stay away from them. It will save you a lot of trouble. They source the crappiest of the crap and import it to places that would be better off without it. Sorry you got burned, and thanks for the brand name heads up.
Sounds like you will have some fun with it....or just chuck it in the corner with Ducati...

I to have read of issues with suppliers listed on Alibaba. There is a similar site - Taiwantrade, that lists similar products/suppliers. I would just like to point out though that not all listed suppliers need to be avoided. I personally have ordered parts for my Yamaha scooter form Taida and also from Jiangwayne. The service was exceptional and the parts are excellent quality. Typically the parts were on my doorstep within 7-14 days of ordering. I have noted that the Taiwan located companies make a point of mentioning their location, Taiwan rather than mainland China.

We found the sparkplug! it is an NGK so that must be good, nice tan colour as well, took it out using the genuine tool kit, another win here, turn the motor bit over with the starter, finger over plug hole and it has compression! lookat plug............no spark

Had removed lots of plastic body to look at these bits so had a good look and lo and behold a wire going towards the coill was disconected, re conected and put on godzilla jumper battery ( the old geniune "President battery was a bit tired by now) and it runs, well indeed!

Full of fuel, registered and now running! Must make better connection of said wire but hey

$100 and I am now scooter trash!

Well here we are 6 months into the experience of owning a cheap chinese scooter, it has always got me home, I am impressed.

Issues...............I am srprised how few I have had, it was always a bit erratic and starting some times took a few kicks, took the poor we thing over a speed hump at quicker than was prudent and it started to run worse, then one day it failed to start (at home)

New plug, fuel filter, blew endless crap from the carb, oil change, set valve clearances.

Goes far too well, question.......a 49cc moped wit a fat bastard on top (100kg) up one tree hill at indicated speed of 22kmh..........good or bad?Click image for larger version.

For a Chinese scoot... sounds fucking typical.

I weigh almost half of that and my old baotian wouldn't do more than 30 uphill on a good day. I do remember, however, going on a shopping trip once and loading it up with my bags, plus my laptop, and my university books, and it still made it all the way out to Seatoun from town! Sadly, mine started to break down at the eighteen month/5000k mark. How old is your's?

If it has cranked up 8,000k in 3 years, then its kept going pretty well for a Chinese scoot. Just dont push your luck too far.
