i drive over the centreline all the time. road markings, signs, lights, police: all polite suggestions.
if they didn't want me driving on it, they wouldn't have put road there.
If people drive on the wrong side of the road without good reason, like on blind corners, then they should be treated exactly the same as if someone takes a shotgun out and takes pot shots at pedestrians while driving.
What I don't get is if someone does something extremely reckless with a gun, then the police and courts make a huge deal of it, but if you do the same with a car it's just a minor offence. Hypocrisy much? That's what I really don't get with the "justice" system here.

A quick Google of roadmarkings in India will show you that a solid yellow or solid white line in the middle of the road means the same over there as it does here. He knew, he just decided that as he was still in the third world he would drive the same as he would back home.
