A dog ranger has a warrant of authority to be on anyone's land without their consent assuming he believes he has due cause and it is reasonable timing.

Like police They can't however enter a dwelling or Marae without permission, or a court issued warrant.
Similar rules apply for those warranted under the biosecurity act, ie some vets and TB testers.
Similar rules also apply under emergency situations for numerous others like Transpower employees working on the grid in emergencies

(a) to inspect any dog for the time being appearing to be kept on that land or premises or to inspect the conditions in which any such dog is kept; and
(b) if authorised under any other provision of this Act, to seize or take custody of any dog on the land or premises.
(2) Where any dog control officer has good cause to suspect that an offence against this Act or against any bylaw made under this Act has, at any time in the preceding 6 months, been committed in respect of any dog for the time being appearing to be kept on any land or premises, the dog control officer, and all persons he or she calls to his or her assistance, may enter at any reasonable time onto the land or premises—
(a) to inspect any dog on the land or premises; and
(b) if authorised under any other provision of this Act, to seize or take custody of any dog on the land or premises.
(3) Nothing in this section shall authorise any dog control officer to enter any dwellinghouse unless—
(a) the entry is authorised by a warrant given by an issuing officer (within the meaning of section 3 of the Search and Surveillance Act 2012) on application by a dog control officer in the manner provided in subpart 3 of Part 4 of the Search and Surveillance Act 2012; and
(b) he or she is accompanied by a constable.
(4) This section is subject to any express provision to the contrary in this Act.
(5) The provisions of Part 4 of the Search and Surveillance Act 2012 (except subparts 3, 5, and 6) apply.

well fuck you.. you should back pay that life times payment to them... I have to so should you, I hope they hit you hard.

On the other side of it, I dont mind 1 dog fee but to pay cos you have more than one is a crock a shit and why is the 2nd dog cost more???
ohh wait thats chch in selwyn no extra fee for more than one dog and the 2nd is CHEAPER

For what? What have any of the councils that I've lived under whilst owning dogs ever done for me or my dogs? Cunts have never done fuck all. How else do you get away without paying for a lifetime?

Don't worry, I kind of understand your stance. I usually licence my bike but I figure I'm getting something for my rego money and I don't mind paying. In summer at least

I think I might start putting the dog shit off the lawn into the council rubbish bags. That'll make me happier.
