I dont agree with that, being that Modern Mgp riders would have managed to do well, but this needs to be balanced with they require a completely different skill set to ride than a pre unleaded 500GP bike
Which is why so many ex 250 GP riders failed to make the transition it wasnt the speed as the lap times 250/2 vs 500/4 were not that different
It was different riding style that favoured the rear wheel steerers "IE dirt track"

In this period none came through 250 champ to be 500 Champ. Caladora was close as was Kokinski, But lil john was Dirt track anyawy
Rainey rode a 250 season way back but had little success Freddy did a double but started off in 500 and was dirt track and a freeken alien in him prime
But since then
aside from a few blips Robert JR and Stoner they have been nearly all euro as the bikes and likely the sponsor's money favored the ex minmoto Latinas
I don't think Hayden was ex dirt (but not sure.)
