Parade laps are approved at SOME street circuits, Paeroa is NOT one of them, I assume the difference between that and Wanganui is that Wangas is closed under the local council act 1972 and Paeroa is closed under the land transport act 1998 as the start finish straight is a state highway, Also, Even when there is permission granted for parade lap, It is not available ad hoc, It has too be on the permit application, Clearly in this case it was not.

The organisers had several thousand spectators that had paid for a full day of entertainment, to just say "ok, piss off now" at half time may have caused more injury's than the none that happened by letting the competitors do a couple of slow laps purely for the benefit of said paying spectators.
Regardless of permits & such, we all had a responsibility, organisers & competitors alike, to placate the paying public.
Frankly I would rather have started loading the van, but participated for the benefit of the spectators.

I don't necessarily disagree re the paying public, However there are others who's necks are on the line and a simple courtesy call to the officials responsible for approving the permits etc, As other officials have done when they have encountered issues out of the ordinary. As opposed to just assuming they have the right to do whatever they think is right without approval, Indicative of the complaints I received as commissioner in respect to the said officials, Not that great at crossing the T's and dotting the I's in a reasonable manner when things go pearshaped either.
