If you want to make a career of fixing bikes you should be aiming at an apprenticeship. If Weltec is still running a bike specific course it'll probably have some association with local professional and commercial interests, which would usually make getting an apprenticeship more achievable down the track a bit.
Suck all of the info from their website first and then call them. Malcolm Fair is the man you want.
Edit: Of course if you just want to learn how to fix your own bikes, or to become a more authoritative amateur fixer then the internets is good... as is lurking around the local workshops making a general nuisance of yourself.
