Running-out-of-fuel rule & red flag restarts?

Hey guys can I ask what the expectation is regarding the mix of these two rules.
if a race is stopped part way due to a red flag are riders permitted to return to their pits for extra fuel or is the expectation for them to carry sufficient fuel to allow for that contingency and return only to the dummy grid.?
What about 2 or more red flag stoppages?
Not looking to stir a pot Im genuinely interested.

You must carry enough fuel to complete the race including restarts and red flags. That's one rule. But others may allow refuelling on a red flag. So it depends which set of rules you're racing under and whether the Stewart and clerk of course know what they are doing.

If it ain't smokin', it's broken.

Always a good one to ask at riders briefing....given that red flag procedure SHOULD be covered at every riders brief.

Its as Skunk as stated, I tried to have a rulechange introduced to allow the refuelling in the case of a redflag, But the SAFETY commissioner would not allow it, Stating that ALL competitors should ensure they carry enough fuel for the event. The ONLY person any member should contact for a clarification, Is the commissioner in your discipline or the officials commissioner, NOBODY else has the authority to do so and there have been several instances in the past where board members, Including the President have misinformed members and get it in an email.
