Difficult definition, but I'd say that was a motorbike....doesn't look to me like the engine, transmission and drive are all the one unit.

Sortoff a motorbike with a bit of a dip between the steering and the seat to make it easier to get on and off.
I drove one around indonesia for a few years. My one was a suzuki 125 two-stroke with a five speed box and a top speed of about 120km/h. I brought it new for about $1000.
