they're a qualified mechanic, you paid good money for them to do the job. one of the reasons the chargeout rates are what they are is for warranty. why is'nt your qualified mechanic who made one simple mistake (followed by the other simple mistake of turning it over by hand and not finding a tight spot which would indicate that something is a miss and needing rechecking before applying starter motor and making another simple mistake....) sorting this for you?
I used to fix appliances. Turn up with a incorrectly assembled washing machine and its going to take 3 times as long as a repair to ensure its safe to turn it on and test to see what was the original fault.

If you are lucky a few bent valves if not - well - more... Maybe theres more though. What were you originally trying to achieve? ie why did you pull the head in the first place???
Egg Zachary why my bikes go into the shop for anything internal. If you can see it without draining the oil is a good rule of thumb for is it worth a crack. Then season with are you happy to replace it if you fuck it up.

The timing marks are on the HEAD for fuggs sake...

It'll certainly have bent valves by now, I would say a tooth on a sprocket is 12 degrees on one of them and that is enough to fuck valves, let alone with the wrong cams in.
Some Kawasakis have an I and E stamped in to the cam gears, which is why I always mark the bastards

Cam timing incorrect - niggling feeling of dread (oh no... don't tell me)
Cams fitted to incorrect sides - double bloody facepalm (FUCKS SAKES I HATE THESE ONES)
