    OK - so NZ has an incarceration rate second only to the US - and a recidivism rate of about 70% - "70% of prisoners reoffend within two years of being released from prison and 52% return to prison within five years (some of them more than once). For teenage prisoners, the recidivism rate (return to prison) is 71%." (Corrections Department stats, 2009.


    Sweden where prisons focus on rehabilitation rather than punishment has reduced it's prison population from 5,722 to 4,500 (2014) - that's a drop of just over 21%. Their recidivism rate has dropped to 40% and they have closed a number of prisons.

    ""It has to do with whether you decide to use prison as your first option or as a last resort, and what you want your probation system to achieve," he told the Guardian. "Some people have to be incarcerated, but it has to be a goal to get them back out into society in better shape than they were when they came in."

    So - they seem to have got it right - maybe we could learn something - but it is pretty clear that our system is not working .

    God, apparently is in charge of punishment, I'm not interested.

    I'm interested in simply segregating them from those who will otherwise pay the cost of their repeated antisocial behavior. Again.

    In exactly the same vein I also don't see why they should expect those same people from whom they're being segregated to cover all of the cost of that segregation, that simply extends the price of their poor behavior even further.
