Sorry for filling your thread up with shit shafty.
I think you can safely get professional quotes to measure against for what you specified and not expect anything near 25k+ for the install unless it includes hookers and blow or cameras hidden in the toilet walls.

I've used Prime Security in Chch, I think they have an Akl branch but it was really Kent in Chch who was the man who knew his stuff. Might not be much help but just in case.
