the outer case spins on the inner (see pic) the trick is to work out if you pull the outer case or push
& yes it has been screwed on tight,

if I can't undo.... plan B cut off & replace with normal stem

have found the tool on her spear keys

& they were the spears because the other set was in the bike when we picked it up

I probably only would have found the gadget after I had cut of the damned things...

Try a penetrating grease like CRC on the valve cap and stem, let it sit for 10 minutes, and then try removing the cap again.
