Question du jour. It deserves a full and dull answer.
When bikes got taken away in the 90s each area was given one patrol car for each two bikes they gave up.
When I started the project the get bikes back in Christchurch in 2005 I found that the rules had changed. In order to get two bikes, we had to get rid of two cars. Which I managed to convince the boss to do.
See, each district has a finite number of vehicles provided by HQ. Lose one car, get one bike, and the numbers stay the same.
They cost more to buy, more to run, more to maintain, and the training for the staff is more expensive.
I suspect the answer to your question lies somewhere in that lot.
Plus a car carries up to 4 people, more equipment, can transport baddies (no, you can't blindfold them and strap them to the back of the bike). Cars also protect an officer far more (OSH, DoL etc).
Add that all up, sadly, very few bikes around. Instead, I catch up to cop cars that are trying to get through traffic on motorways...
I suspect that passing them wouldn't be a good look... but they're holding me up![]()

A fact I heard back then.
It cost 19 cents per km to run an R80RTP.
It cost 23 cents per km to run a V3000.
But you can fit two cops in a V3000, so you only need half as many of them.
Bloody accountants.
Same plonkers just bought us Hondas instead of decent patrol bikes.
